In recent years, many airlines have established a Flight Safety Program which
consists of multiple activities involving many skills and techniques. Properly
implemented, these activities should not only increase air safety levels, but also improve
the operational effectiveness of an airline. This is done through the systematic detection
and analysis of safety hazards. The necessary information is then provided to management
in order to develop and implement preventive or avoidance actions. To implement this
program, a flight safety department or unit must be established.
General Duties of the Flight Safety Department
The general duties of the Flight Safety Department are to implement a Safety
Program based on the systematic detection and analysis of safety hazards, and provide the
necessary information to management in order to develop and implement preventive or
avoidance actions.
Goal of the Flight Safety Department
The ultimate goal of the Flight Safety Department is to eliminate all aircraft
accidents. Accident analysis has shown that the majority of all aircraft accidents can be
traced to human failure. This human failure is often far removed from the direct operation
of the aircraft. Therefore, the Flight Safety Program must include all aspects of human
involvement in the operation of aircraft, and not just those which are visible.
