Lobbying the European Commission The Case Study of Air
Transport- The research focuses on two case studies of "air
transport liberalization", and tests the affect of "elite" and
"non-elite" air transport interests on the proposal making
dynamics of the European Commission. The research tests
whether the properties of "liberal intergovernmentalism",
(domination by "elite interests" at the national level), are
reflected in the behavior of the Commission when formulating its
proposals; this behavior is defined as neo-liberal inter-governmentalism.
The research also tests whether an "elite accommodation" is
necessary within interest groups in order for their positions to
successfully affect Commission actions. The research finds
that a neo-liberal intergovernmentalism exists when one focuses
on the role of DGVII, (the transport directorate), but not DGIV,
(the competition directorate). Furthermore, adherence to an
elite accommodation within interest groups plays a substantial
role in determining the position of DGVII, but not the position
of DGIV. The research concludes that elite air transport
interests need to adapt to this "new reality" of Brussels policy

This is Hayden Lawford's first book and is an excellent debut offering,
giving a fresh insight in to some familiar tales but also providing much
that is new, certainly to this reviewer.As a recently retired
professional pilot with more than 40 years flying experience, chiefly in
Ireland, he knows his subject thoroughly. As the son of a pioneer airman
(E H "Bill" Lawford, the pilot of the world's first scheduled
international passenger service from London-Hounslow to Paris-Le Bourget
on August 25, 1919) he is a keen student of aviation history. His
writing style is concise, to the point and highly readable.The book
takes as its subject the history of aviation in Galway from 1919 to the
present day. I particularly enjoyed his description of Alcock and
Brown's famous flight from the perspective of an aviator. This is
followed a few pages later with a lovely photograph (one of many
excellent illustrations) of Jim Mollison and his Puss Moth (G-ABXY) over
Galway Bay, flanked by a Galway hooker (this is a sailing boat typical
of the region). Then comes the story of the first, experimental Irish
mail service, flown by Colonel Charles Russell and Flying Officer
J."Mutt" Summers in the Vickers Vixen (G-EBEC) from the RAF station at
Oranmore to Croydon via Baldonnel and Sealand in August 1929.
During the Thirties, Galway was one of the locations considered for a
trans- Atlantic air terminal but lost out to Foynes and Shannon. The
author has researched this tale of "what might have been" very
thoroughly. Also recounted in the first half of this cogent and
intelligent account is private flying and the story of Galway Flying
Club. For the second half of the book the author has drawn heavily on
personal experience, as he gives a detailed survey of the establishment
of Aer Arann in 1970 and its subsequent 30 years of ups and downs, highs
and lows. Hayden Lawford carried out the first survey flight of the Aran
Islands and then became one of the airline's original pilots. By the
time he retired in 2000 he had completed more than 10,000 flights to the
islands. This reviewer can vouch for his skill as a pilot, having
witnessed from the right-hand seat Hayden accomplishing a demanding
crosswind takeoff, after which the Islander almost hovered as we turned
into wind.It was nice to learn from the book that the author is still in
awe of some aviators, as he described a flight in a Short Sunderland
flying boat (VP-LVE Southern Cross) with Charles Blair and J C Kelly-Rogers.This
book concludes with some very useful statistical information on Aer
Arran's aircraft and services over the years.I would recommend this book
to anyone with an interest in aviation history. The author intends to
write a biography of his father, who gained his Aviator's Certificate
(No 442) at Hendon in 1913 and later flew with the RFC, RAF, and Air
Transport and Travel (the first British airline). This should also be
well worth reading.Guy Warner
